Current Law on Birth Registration in India
Birth registration is governed by the Registration of Births and Deaths Act, 1969, as amended by the Registration of Births and Deaths (Amendment) Act, 2023. The 2023 amendment came into force on 1 October 2023 and strengthened the framework for digital registration and electronic delivery of birth and death certificates.
- Registration of births and deaths remains mandatory under the central law.
- The amended framework expressly supports digital registration and electronic delivery of certificates.
- For a person born on or after 1 October 2023, the statutory birth certificate is used to prove the date and place of birth for specified purposes under the amended Act.
- States make their procedural rules under the Act; the service process and required documents may therefore depend on the Punjab service selected and the facts of the case.
