21-day rule for reporting a birth
The normal period prescribed for reporting a birth is 21 days from the date of occurrence. Where a birth is not reported within the normal period, delayed registration is possible subject to the requirements prescribed under Section 13 of the Act and the applicable rules.

- Open HimSeva. Visit the official Himachal Pradesh online citizen-services portal.
- Find Birth Registration and Certificate. Open the department-wise service list and locate the service under the relevant Panchayati Raj / Urban Development section.
- Sign in or register. HimSeva requires citizen registration for online applications.
- Open the application form. Select the Birth Registration and Certificate service and use the Apply option shown by the portal.
- Enter the birth details. Fill the particulars requested in the live form, including information concerning the child, parents, place and date of birth, and reporting person as applicable.
- Upload supporting documents. Upload the documents required by the current form for your category of registration.
- Review the information carefully. Correct any error before final submission.

Who reports the birth?
Responsibility for reporting depends on where the birth occurs. Births occurring in hospitals, nursing homes and similar institutions are ordinarily reported by the person responsible for the institution or an authorised person.
