When Should a Marriage Be Registered?
Section 8 of the Rajasthan Compulsory Registration of Marriages Act, 2009 provides a 30-day period from the date of solemnization for submission of the marriage-registration memorandum by the responsible parties. A memorandum not submitted within that period can still be submitted later on payment of the prescribed penalty.
Who Can Submit the Marriage Memorandum?
The Act places responsibility on the parties to submit the memorandum. Where the parties have not completed the age specified in Section 8, responsibility may fall on their parents or guardians as provided in that section. The memorandum may be submitted to the Registrar within whose jurisdiction the marriage was solemnized or where both or either party resides.
Official Pehchan Services
DigiLocker and WhatsApp Certificate Delivery
Pehchan states that registrations after 2014 may be searched in DigiLocker using the registration number and year. Legacy registrations available on Pehchan from before 2014 may be searched using the registration number, mobile number and year.
The portal also states that marriage certificates may be delivered through WhatsApp after digital signing by the Registrar.
Digital Signature on Downloaded Certificate
The Pehchan e-certificate page provides instructions for validating the digital signature in the downloaded PDF if the green validation mark does not appear. Users should follow the portal's PDF signature-validation instructions rather than treating the absence of the visual mark alone as proof that the certificate is invalid.
Documents and Upload Preparation
The Pehchan portal provides an image-resize utility for marriage-registration uploads, including an ID proof or affidavit and a combined bride-and-groom photograph. Applicants should follow the file-size and format requirements displayed by the live portal when preparing an application.
Marriage Registration Application Form
The official Rajasthan application form instructs applicants to fill marriage-registration details in both Hindi and English. Because required documents and procedural fields can change, use the latest application form and instructions displayed on Pehchan before submission.
Important Legal Exception
Section 20 of the Rajasthan Compulsory Registration of Marriages Act, 2009 expressly states that the Act does not apply to marriages solemnized under the Indian Christian Marriage Act, 1872, the Parsi Marriage and Divorce Act, 1936, or the Special Marriage Act, 1954. Persons whose marriage falls under one of those enactments should follow the registration procedure applicable under the relevant law.
If the Marriage Certificate Is Not Found
Check the registration number, year and mobile number carefully. For an older registration, a record that has not been digitised, a correction, or a registration-specific issue, contact the competent Marriage Registrar or use the official Pehchan help facilities. Avoid unofficial websites that claim to issue government marriage certificates.
Official Help
Pehchan lists the toll-free helpline 1800-180-6785 during office hours. The portal is designed, developed and hosted by the National Informatics Centre, Rajasthan, with content maintained by the competent Rajasthan registration authority.
