Kerala's birth and death registration services are administered through Local Self Government Institutions. The State's current digital system is K-SMART, developed by Information Kerala Mission. Citizens can use its civil registration and certificate-search services for birth, death and marriage records.

Important portal update: The earlier ILGMS Citizen Service Portal states that Grama Panchayat services were moved to K-SMART after 4 April 2025. For current online access, use K-SMART rather than relying on older ILGMS or legacy quick-search links.

How to Search and Download a Kerala Birth Certificate

  1. Open the official K-SMART portal.
    Visit ksmart.lsgkerala.gov.in.
  2. Select the certificate search / Civil Registration option.
    K-SMART provides a "Find Certificate" quick service and civil-registration services including Birth Certificate.
  3. Choose the correct local body.
    Select the district, local body type and the Municipality, Corporation or Grama Panchayat where the birth was registered.
  4. Enter the birth-search particulars.
    Kerala LSGD guidance states that a birth certificate can be searched using the date of birth and the mother's name, or the first three English letters of the mother's name, subject to the fields shown on the portal.
  5. Search, verify and download.
    Open the matching record, verify the particulars and use the available certificate download/print option.
If the record is not found: Older handwritten records may not appear online until digitised and verified. Contact the concerned Local Registrar/Local Self Government Institution if the event was registered but the record is unavailable in the portal.

Law Governing Birth Registration in Kerala

Birth registration in Kerala is governed by the Registration of Births and Deaths Act, 1969, as amended by the Registration of Births and Deaths (Amendment) Act, 2023, together with the Kerala Registration of Births and Deaths Rules, 1999.

The 2023 amendment came into force on 1 October 2023 and introduced, among other changes, statutory support for digital registration and electronic delivery of birth and death certificates.

Registration within 21 days

Kerala LSGD states that births and deaths should ordinarily be reported within 21 days of occurrence. Delayed registrations are handled under the Act, the State Rules and the procedure prescribed by the competent registration authority.

Correction of birth-register entries

Section 15 of the Registration of Births and Deaths Act, 1969 provides for correction or cancellation of entries in accordance with the prescribed rules. For a name correction, factual correction or other change, use the relevant K-SMART civil-registration service and follow the supporting-document requirements displayed there.
