Rajasthan's official civil-registration system is Pehchan, maintained by the Directorate of Economics and Statistics, Government of Rajasthan. It provides public services for birth, death, still-birth and marriage records, including registration search, public application forms, child-name addition, legacy-record computerisation, contact-detail updates and certificate download.
How to Search a Rajasthan Birth Registration
- Open Pehchan. Visit the Rajasthan Civil Registration System and choose Hindi or English as needed.
- Select the registration-search service. On the public-services area, choose Search Registration (पंजीकरण खोजें).
- Choose Birth as the event. Enter the available search details requested by the portal, such as registration number/year or other record particulars.
- Complete the security check. Enter the captcha or verification code shown on screen and submit the search.
- Review the record. If the registration is found, verify the displayed particulars. Use the certificate-download service when a digitally signed certificate is available.
Download an E-Signed / Digitally Signed Birth Certificate
The Pehchan certificate-download service supports birth certificates and permits a search using the registration number or mobile number, along with the registration year and captcha. A digitally signed PDF can be saved once the certificate has been issued.
Current Legal Framework
, as amended in 2023, together with the Rajasthan Registration of Births and Deaths Rules, 2000, as amended in 2025. The revised Rajasthan birth-certificate format states that certificates are issued under sections 12/17 of the Act and rules 8/13 of the Rajasthan Rules.

The Rajasthan Registration of Births and Deaths (Amendment) Rules, 2025 were notified on 31 January 2025 and came into force from publication in the Rajasthan Gazette on 6 February 2025. Among other updates, the rules prescribe revised reporting forms and standardise name, date and address formats used in forms.
Registration Within 21 Days
The Pehchan portal states that, in urban areas, information about a birth or death should be given to the Registrar within 21 days of the event to obtain the certificate without the ordinary registration fee. A birth may also be registered initially without the child's name, with name addition handled separately under the applicable law and procedure.
DigiLocker and WhatsApp Availability
Pehchan currently states that registrations after 2014 can be searched in DigiLocker using the registration number and year. It also states that legacy Pehchan registrations from before 2014 may be searched using the registration number, mobile number and year. The portal further advertises delivery of digitally signed birth, death and marriage certificates through WhatsApp after digital signing by the Registrar.
If the Certificate Is Not Found
Check the spelling of names, event date, registration number and year. If a record is old, use Pehchan's legacy-record service or contact the relevant local Registrar. For delayed registration, corrections, name changes or other record issues, follow the procedure prescribed by the Act, the Rajasthan Rules and current directions issued by the Chief Registrar.
