Kerala Local Self Government Department provides marriage-registration services through K-SMART. The current platform supports online marriage-registration workflows and certificate access, replacing the older Sevana-focused process used in many legacy guides.
Law Governing Common Marriage Registration in Kerala
Coverage: The Rules extend throughout Kerala.
Registrar: Registration is made before the Local Registrar having jurisdiction over the place where the marriage was solemnized.
Rule 6 of the Kerala Registration of Marriages (Common) Rules, 2008 requires marriages solemnized in Kerala after commencement of the Rules to be registered irrespective of religion, subject to the statutory exceptions stated in the Rules.
Where registration is compulsory under another statute, the marriage is registered under that statute. Where another statutory framework makes registration optional, the Common Rules apply unless the marriage has been registered under that other law.
2018 amendment
The Kerala Registration of Marriages (Common) Amendment Rules, 2018 amended portions of the 2008 Rules, including provisions relating to the Marriage Officer and processing of registration applications.
How to Apply for a Kerala Common Marriage Certificate Online

Visit the official K-SMART portal. -
Sign in to the citizen service.
Create or use the account/profile required by the live K-SMART portal. -
Select Civil Registration / Marriage Registration.
Choose the applicable common marriage-registration or marriage-certificate service. -
Enter the marriage details.
Fill in the particulars of both parties, date and place of marriage and the other information requested by the portal. -
Upload the prescribed documents.
Provide the identity, age, address, marriage and supporting documents required for the selected service. -
Complete verification and payment.
Follow the online verification, appearance/video KYC and fee-payment instructions shown for the application. -
Track the application.
Use the application/reference number or dashboard provided by K-SMART. -
Download the certificate.
After registration is approved, use the certificate service to view, download or print the marriage certificate.
Common Marriage Registration Time Limits
The exact fee, approving authority, documents and procedural requirements can vary depending on how late the memorandum is filed. Check the current K-SMART instructions and the concerned Local Registrar before submitting a delayed application.
Who Is the Local Registrar?
Under Rule 5 of the Kerala Registration of Marriages (Common) Rules, 2008, the Registrars of Births and Deaths appointed under the Registration of Births and Deaths Act, 1969 act as Local Registrars of Marriages (Common) within their respective areas.
Where Should the Marriage Be Registered?
Rule 7 provides that the marriage is to be registered with the Local Registrar within whose local area the marriage was solemnized.
Common Marriage Registration vs Other Marriage Laws
The Common Rules are not the only marriage-registration framework in Kerala. Depending on the nature of the marriage, registration may instead fall under another applicable statute, such as the Hindu Marriage Act, 1955 or the Special Marriage Act, 1954. The provisos to Rule 6 specifically recognize registrations that are governed by other statutory provisions.
