Deaths in Odisha are registered through the Odisha Birth & Death Registration System (OBDRS). The system provides a statewide digital platform for rural and urban registration units and offers online death services such as registration status, domiciliary registration, correction, certificate application and certificate status/download.
Who Is Responsible for Reporting a Death?
Death registration is compulsory under the Registration of Births and Deaths Act, 1969, as amended in 2023. For an institutional death, the hospital or institution ordinarily reports the event through the prescribed registration process. For a death occurring at home or elsewhere outside an institution, the household may use the domiciliary-registration facility and follow the directions of the concerned Registrar.
How to Register a Death Online in Odisha
The older ULB Odisha screens previously used for death registration should not be treated as the current primary workflow. The dedicated OBDRS portal now provides Odisha's online birth and death registration services.

Choose the service relevant to the case, such as Domiciliary Registration, Registration Status, Registration Correction or Apply Certificate.
Choose the district and concerned rural or urban registration unit when the portal asks for them.
Provide the date and place of death, deceased person's details and other information required for the selected service.
Upload or submit supporting records only as required by the current OBDRS screen or by the concerned Registrar. Requirements differ according to the place and timing of death.
Complete the submission and retain the request, application or registration number for future tracking.
Domiciliary / Home Death Registration
OBDRS provides a dedicated Domiciliary Registration service. The Odisha portal describes this facility as enabling a household to submit the report of a birth or death event to the concerned authority for registration. It is particularly relevant where the event occurred outside an institution and has not already been reported through an institutional process.

OBDRS provides a Registration Status service for checking whether a death event has been registered. The portal states that birth/death registration status can be checked using an online request number or registration number.
Apply for or Download a Death Certificate
After the death has been registered, OBDRS provides certificate application and application-status/download services. The certificate service can use available identifiers such as the registration number, institutional request number or registered mobile number together with the date of death and other required details.

Correction of a Registered Death
OBDRS also provides a Registration Correction service. Corrections to statutory records are subject to the Act, applicable rules and verification by the Registrar. Use the correction process for an existing record rather than submitting a duplicate death registration.
Delayed Death Registration
The Registration of Births and Deaths (Amendment) Act, 2023 revised the framework for delayed reporting. Under the amended law, where an event is reported after thirty days but within one year, prescribed self-attested documents may be used in place of the former notarised-affidavit requirement, subject to the applicable rules and verification.
Where reporting is delayed beyond one year, the authorising authority under the amended framework is the District Magistrate, Sub-Divisional Magistrate or an Executive Magistrate authorised by the District Magistrate, rather than the earlier First-Class Magistrate/Presidency Magistrate mechanism. Latest Law Governing Death Registration
The principal law is the Registration of Births and Deaths Act, 1969. The Registration of Births and Deaths (Amendment) Act, 2023 (Act 20 of 2023) was published on 11 August 2023 and came into force on 1 October 2023.
The amendment expressly supports digital registration and electronic delivery of birth and death certificates. The Ministry of Home Affairs has also stated that the Model Registration of Births and Deaths (Amendment) Rules, 2024 were sent to States and Union Territories on 9 February 2024 so that State rules could be framed or amended for implementation.
Medical Certification of Cause of Death
Medical certification of the cause of death is part of the statutory framework. The 2023 amendment strengthened provisions requiring medical institutions to provide a certificate as to the cause of death. A death certificate and a medical certificate of cause of death serve different purposes and should not be treated as the same document.
