What is a caste certificate in Jharkhand?

A caste certificate is an official document issued by a competent government authority to certify a person's recognised caste or community status for the purpose specified by the applicable law and rules. It may be requested for education, recruitment, scholarships, welfare schemes or reservation benefits. Possessing a certificate does not itself guarantee eligibility for a particular reservation or benefit: the relevant notification, community list, residence conditions and other requirements must also be satisfied.

Relevant constitutional provisions

Article 15(4) and Article 15(5): enable certain special provisions for socially and educationally backward classes and SC/ST groups, subject to constitutional conditions.
Article 16(4): permits reservation in appointments or posts for a backward class inadequately represented in state services, subject to applicable law.
Article 341: concerns the specification of Scheduled Castes for a State or Union territory by Presidential notification and subsequent changes by Parliament.
Article 342: similarly concerns the specification of Scheduled Tribes.
Article 342A: addresses socially and educationally backward classes and the central list; states may maintain their own lists for their purposes under the constitutional framework.

Which caste certificate service should you choose?

JharSewa lists multiple services rather than a single certificate for every category. Its official service requirements include certificates for Scheduled Caste, Scheduled Tribe, EBC-I and BC-II, and separate central-format services through designated authorities. Select the category that actually applies to you.

Exact requirements vary by caste category, application type and issuing authority. The portal's selected service form and enclosure list take precedence. Prepare legible copies of documents such as:

Proof of identity and personal details, as requested by the service.
Proof of current or qualifying residence in Jharkhand, where applicable.
Family caste certificate, parent or ancestor certificate, or other recognised caste evidence, if required.
Relevant land records, khatiyan, revenue receipts or genealogical records, when applicable to the selected service.
Applicant photograph, declaration or affidavit if specifically prescribed.
Existing caste certificate and documents supporting a central-format or correction request, where relevant.

How to apply for a Jharkhand caste certificate online

Open JharSewa. Visit https://jharsewa.jharkhand.gov.in/ and find the certificate services or citizen registration area.
Create a citizen account if required. Choose Register Yourself. Enter the requested name, email address, mobile number, state, password and security verification. Complete any verification shown by the portal. Some services may have different submission modes.
Log in. Use the registered credentials and complete the security check.
Choose the service. Open Apply for Services or View Services, then select the correct caste certificate service. Do not assume that the first listed caste service is appropriate for your category.
Complete the application. Enter your identity, family, caste or community, address and other details exactly as supported by your records. Review spelling and category carefully.
Attach documents. Upload the documents specified by the portal. Where the workflow uses Attach Annexure and Save Annexure, complete those steps before final submission.
Pay a fee only if requested. Use the portal's authorised payment workflow where applicable. Do not assume that every category or channel carries the same fee.
Submit and save the acknowledgement. Note the application reference number and download or print the acknowledgement. It is needed to track the application and contact the issuing office.

Important: Online submission does not mean automatic approval. The competent authority may scrutinise documents, conduct verification, ask for clarification or require an in-person step.

How to check application status and download the caste certificate

Open the JharSewa website.
Select Track Application Status under the citizen section, where available, and enter the requested application details.
Alternatively, log in and select View Status of Application or Track Application Status.
Open your application reference to view its current processing stage, any objection or the final decision.
When approved and issued, use the portal's certificate download or issued-document option, if available, and save the digital certificate.

Do not treat an application acknowledgement as an issued caste certificate. For authenticity checks, use the Verify Certificate facility, where available on the official portal, or confirm with the issuing authority.

Applying through a Pragya Kendra or service centre

Applicants who cannot use the portal independently may visit an authorised Common Service Centre (CSC) / Pragya Kendra, Jan Suvidha Kendra or other approved kiosk. Jharkhand's e-District service delivery supports these channels. Bring the original supporting records and copies requested by the centre. Obtain an acknowledgement containing the application reference number and any fee receipt. You can later use that reference to check status online.

Corrections, objections, delays and rejected applications

If the application is marked deficient or objected to, read the notice carefully and provide only the clarification or documents requested through the permitted channel. For a wrong name, address or caste entry, seek correction through the issuing authority's prescribed process; avoid submitting duplicate applications without guidance. A rejected application may require a fresh submission or an administrative remedy depending on the service rules.

Some official ServicePlus listings show a 30-day delivery standard for particular SC and OBC caste certificate services, excluding government holidays. This is not a universal promise for all certificate types. Consult the current service-specific timeline and contact the concerned office if the period has elapsed.
