The system covers rural and urban registration units and provides online facilities for registration-related services, birth certificates, registration status, corrections and domiciliary registration.

Who Is Responsible for Reporting a Birth?

Birth registration is compulsory under the Registration of Births and Deaths Act, 1969, as amended in 2023. For an institutional birth, the hospital or other institution ordinarily reports the event through the prescribed registration system. For a birth occurring at home or elsewhere outside an institution, the household can use the domiciliary-registration facility and follow the directions of the concerned Registrar.

The exact documents and verification required depend on the place of birth, timing of reporting, registration unit and the circumstances of the case. Follow the current OBDRS instructions and any directions issued by the concerned Registrar.

How to Register a Child Birth Online in Odisha

The older ULB Odisha screens previously used for this service should not be treated as the current primary workflow. OBDRS is now the dedicated state platform for birth and death registration services.

Visit the official Odisha Birth & Death Registration System citizen-services page.
Select the appropriate birth service.
Choose the service applicable to your case, such as Domiciliary Registration, Registration Status, Apply Certificate or Registration Correction.
Select the location and registration unit.
Choose the district and concerned rural or urban registration unit when prompted.
Enter the birth and applicant details.
Provide the information requested by the portal. Fields vary by service and may include date of birth, registration/request number, mobile number and information about the child and parents.
Provide supporting information.
Upload or submit documents only where the portal or Registrar requires them. Requirements can differ for institutional, domiciliary and delayed registrations.
Submit and retain the reference number.
Complete the online process and keep the application/request number so that registration or application status can be checked later.

Domiciliary / Home Birth Registration in Odisha

OBDRS provides a dedicated Domiciliary Registration facility. The Odisha portal describes this service as enabling the household to submit the report of a birth or death event to the concerned authority for registration.

Use this facility where the birth occurred outside an institution and the circumstances fit the portal's domiciliary-registration process. The concerned registration authority may require supporting proof or verification before the registration is completed.

OBDRS provides a Registration Status service to check whether a birth event has been registered. The portal indicates that status can be searched using an online request number or registration number and other requested details.

Once registration has been completed, the separate certificate service may be used to apply for or download the birth certificate where available.

OBDRS also provides an online Birth Registration Correction facility. The current correction screen requires selection of the district and registration unit and asks for the date of birth along with an application number or registration number for searching the record.

The principal central legislation is the Registration of Births and Deaths Act, 1969. It was substantially amended by the Registration of Births and Deaths (Amendment) Act, 2023, which came into force on 1 October 2023.

The 2023 amendments support digital registration and electronic delivery of birth and death certificates. They also provide that, for a person born on or after 1 October 2023, the birth certificate can serve as a single document for proving date and place of birth for the statutory purposes specified in the Act.

The amendment also modernised delayed-registration provisions. For reporting delayed by more than thirty days but within one year, the amended framework permits prescribed self-attested documentation. For delay beyond one year, the authorising authority is the District Magistrate, Sub-Divisional Magistrate or an Executive Magistrate authorised by the District Magistrate, subject to the applicable law and rules.
