How to Apply for a Duplicate Vehicle Fitness Certificate Online

A current guide to obtaining a duplicate fitness certificate through the VAHAN portal, including the governing legal provision, online steps, documents, fee payment and RTO verification where required.

A duplicate vehicle fitness certificate may be required when the original fitness certificate has been lost, damaged, destroyed or otherwise needs to be reissued. The Ministry of Road Transport and Highways provides a dedicated Duplicate Fitness Certificate service through VAHAN Citizen Services. Availability of every step, document requirement and appointment facility may vary by State and registering authority.

Section 56 is the principal statutory provision dealing with the fitness certificate of a transport vehicle. In substance, a transport vehicle is not treated as validly registered for the purposes of Section 39 unless it carries a certificate of fitness in the prescribed form, issued by the prescribed authority or an authorised testing station, confirming compliance with the requirements of the Act and the rules.

A duplicate certificate does not create a new fitness entitlement. It is a replacement or reissue of the fitness document connected with the vehicle's existing fitness record, subject to the registering authority's verification and the validity of the underlying fitness certification.

Who Can Apply for a Duplicate Fitness Certificate?

The registered owner, authorised applicant or other person permitted by the registering authority may apply for a duplicate fitness certificate where the relevant VAHAN service is enabled. The vehicle record must normally be available in VAHAN and the applicant must be able to complete the identity or OTP verification required by the portal.

Information and Documents You May Need

The portal and the concerned RTO may require different documents depending on the State, vehicle class and transaction. Keep the following information and records available before starting:

  • Vehicle registration number.
  • Chassis number or the digits requested by VAHAN.
  • Mobile number for OTP verification.
  • Existing vehicle registration particulars.
  • Insurance details, where requested.
  • Proof or declaration concerning loss, damage or destruction of the original certificate, where required by the registering authority.
  • Any supporting document displayed in the VAHAN document upload section.
  • Fee payment details and generated receipt.

Note: Do not rely on a fixed document list for every State. The VAHAN portal and the registering authority's instructions for the selected vehicle should be treated as the operative checklist.

Steps to Apply Online for Duplicate Vehicle Fitness Certificate

  1. Open VAHAN Citizen Services. Visit the official VAHAN portal and open the citizen services section for vehicle-related transactions.

  2. Sign in or register. If the portal requires login, sign in with your registered credentials. A first-time user may need to complete one-time registration.

  3. Select the duplicate fitness service. From the online fitness services or the relevant vehicle service menu, choose Duplicate Fitness Certificate. The exact menu layout may differ as VAHAN interfaces are updated. Duplicate Fitness Certificate service in VAHAN
  4. Enter vehicle and chassis details. Enter the registration number, chassis details and mobile number requested by the portal. The official VAHAN duplicate fitness manual presently requires chassis and mobile details before OTP generation.
  5. Generate and verify OTP. Click the OTP button. Enter the OTP received on the mobile number and submit it to continue.
  6. Open the Duplicate FC transaction. Select Duplicate FC or the equivalent transaction shown in the service details area. Duplicate Fitness Certificate online transaction
  7. Complete the application details. Fill the information requested in the duplicate fitness application. Verify the vehicle particulars before submission.
  8. Complete insurance or related service details where shown. If VAHAN displays an Insurance Details section or another mandatory service-detail block, complete it and save the information.
  9. Upload supporting documents. Where DMS or document upload is enabled, upload the documents requested by the portal. Use clear, readable scans in the permitted file format and size.
  10. Book an appointment if required. Some States or transactions may require a slot for physical verification or production of the vehicle or original documents. If an appointment option appears, select an available date and complete the booking.
  11. Check fee details and make payment. Open the fee section, verify the amount generated by the system and proceed to the payment gateway.
  12. Save the receipt and application reference. After successful payment, download or print the receipt and retain the application number for tracking and RTO verification.

Duplicate Fitness Certificate Fee

The amount payable should be taken from the fee automatically generated by VAHAN for the vehicle and transaction. Fees may depend on the applicable Central Motor Vehicles Rules, State implementation, service charges and any other legally permissible amount. Because fee schedules can be amended, avoid relying on an old fixed amount shown on a third-party webpage.

Is an RTO Visit Required?

Not necessarily in every case. VAHAN supports online application and payment, but the need for an appointment, vehicle production, document verification or physical visit depends on the State, registering authority and the nature of the transaction. Follow the status and instructions generated for your application.

Important Points Before Applying

  • A duplicate fitness certificate is different from renewal of a vehicle fitness certificate.
  • If the existing fitness has expired, a duplicate document may not substitute for a required fitness renewal or inspection.
  • Use only the registration, chassis and mobile details requested by the official VAHAN portal.
  • Keep the payment receipt and application number until the transaction is completed.
  • If the service is unavailable online for the vehicle or State, contact the concerned registering authority or follow the State transport department procedure.
