The Ministry of Road Transport and Highways provides online vehicle-related services through VAHAN. Depending on the State/UT, selected vehicle service and portal version, the relevant option may appear as DMS Upload/Modify Documents, Upload Pending Documents, Modify Uploaded Documents or View Uploaded Documents.
How to Upload or Modify RTO Documents in VAHAN
- Open the official VAHAN portal. Go to the Ministry's vehicle-services portal at VAHAN 4.0 Citizen Services.
- Use the document or vehicle-service option shown for your transaction. On different VAHAN workflows, this may be under Vehicle Related Services, Other Services, Documents or Status.
- Enter the required vehicle/application details. The portal may ask for the registration number, chassis details, engine details, application number and/or other transaction-specific information.
- Complete OTP verification where required. Use the registered mobile number or the mobile number accepted for that service and enter the OTP received.
- Select the pending or previously uploaded document. Choose Upload Pending Documents, Modify Uploaded Documents or the DMS Upload/Modify Documents option displayed in your account.
- Choose the file to upload or replace. Select the correct supporting document from your device. Follow the file type and size limits shown on the VAHAN screen.
- Save or submit the document. Confirm the file and use the Save Changes, Upload, Submit or equivalent button shown by the portal.
- Repeat for additional documents. Upload or replace each document that is pending or requires correction.
- Review the uploaded documents. If the portal provides a View Uploaded Documents option, use it to confirm that the correct files are attached.
- Complete the remaining transaction. Pay the prescribed fee, book an appointment or visit the RTO only where the selected service requires it.
What You Should Keep Ready
- Vehicle registration number and application number, where applicable.
- Chassis/engine details if requested by the portal.
- Access to the mobile number required for OTP verification.
- Clear scanned copies or digital copies of the prescribed supporting documents.
- Payment method if a fee or tax remains payable for the transaction.
Applicable Motor Vehicle Law
Vehicle registration and related RTO transactions are governed principally by the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989 , together with applicable amendments, State motor vehicle rules, notifications and administrative procedures.
The online portal is a mode for processing the relevant statutory/administrative service. The documents, fee, inspection and RTO-visit requirements depend on the particular service and the rules applicable to the vehicle.

Can I modify a document that was already uploaded in VAHAN?
Where the facility is enabled, yes. Look for “Modify Uploaded Documents” or “DMS Upload/Modify Documents.” If the option is not available for your application, follow the instructions displayed by the concerned RTO/VAHAN service.
Can I upload a document that is still pending?
VAHAN 4.0 can provide an “Upload Pending Documents” facility. You may need to verify the vehicle/application details and complete OTP authentication before uploading the file.
Does document upload mean my application is approved?
No. Uploading a document only completes the document-submission step. The application may still require scrutiny, fee payment, approval, inspection, appointment or other action depending on the service.
Which file format and size should I use?
Use only the file formats and maximum size displayed by VAHAN for the selected document. Limits can vary by workflow, so the current on-screen instruction should be followed.
