Fitness Certificate: Legal Requirement & Validity
A valid Fitness Certificate is a statutory requirement for a transport vehicle. Section 56 of the Motor Vehicles Act, 1988 provides that a transport vehicle is not treated as validly registered for the purposes of Section 39 unless it carries a valid certificate of fitness issued by the prescribed authority or an authorised testing station.
How to Renew Vehicle Fitness Certificate Online on VAHAN
- Open the official VAHAN portal. Visit VAHAN Vehicle Related Services.
- Enter the vehicle details. Select the appropriate State/RTO or enter the registration number as shown on the portal and proceed.
- Select the Fitness Certificate service. Choose the available fitness or renewal-of-fitness service for the commercial/transport vehicle.
- Authenticate the application. Complete the authentication method enabled for your State/UT. Depending on the portal configuration, this may involve OTP, registered mobile details, Aadhaar-based authentication or another permitted method.
- Fill in the application details. Verify the vehicle, owner, insurance and other service details displayed by VAHAN.

Fitness Inspection & Automated Testing Station (ATS)
Rule 62 of the Central Motor Vehicles Rules has been amended to provide for mandatory testing of specified transport-vehicle categories through an Automated Testing Station registered under Rule 175. MoRTH subsequently extended the implementation date for mandatory ATS testing to 1 April 2025.
The actual testing location offered for a vehicle is determined through the applicable State/UT and VAHAN workflow. Follow the testing centre and appointment instructions generated for your vehicle rather than choosing a centre independently.
Vehicle condition before inspection
- Tyres should comply with the Central Motor Vehicles Rules; bald tyres can result in rejection.
- Windscreen should be intact and in good condition.
- Required retro-reflective tapes and reflectors should be fitted and serviceable.
- Stop lamps, indicators, lights and bulbs should be in working condition.
- The vehicle should comply with applicable emission requirements.
