Vehicle Alteration Online: VAHAN Application, RTO Approval and RC Update
Vehicle owners in India can use the government VAHAN portal to apply for eligible alterations to cars, motorcycles, buses, trucks, tractors and auto-rickshaws and request corresponding updates to the Registration Certificate (RC). Not every modification is legally permissible: approval, technical compliance and RTO verification depend on the nature of the change.
Vehicle alteration law in India
The Motor Vehicles Act, 1988, together with the Central Motor Vehicles Rules, 1989 and applicable state requirements, governs vehicle alterations. Section 52 is the principal provision.
- Section 52(1): Restricts an owner from altering a vehicle so that the registration particulars differ from those originally specified by the manufacturer, subject to statutory exceptions and prescribed conditions, including certain approved fuel or energy conversions.
- Section 52(2): Allows specified engine replacements for qualifying transport-vehicle owners where authorised by state notification and subject to its conditions.
- Section 52(3): Requires reporting certain alterations to the registering authority within 14 days, with the RC and prescribed fee, for entry of revised particulars. This reporting duty is not a general permission to make otherwise prohibited modifications.
- Section 52(5): Addresses alterations to vehicles under hire-purchase arrangements and the need for the registered owner's written consent.
- Explanation to Section 52: Defines an alteration as a structural change resulting in a change to a vehicle's basic feature.
- Section 182A(4): Provides penalties for owners who make alterations or retrofits contrary to the Act or applicable rules.
Changes such as engine replacement, conversion to an approved alternative fuel, structural modifications or changes to seating capacity may involve separate technical approvals. An online application does not itself legalise a prohibited alteration.
How to apply for alteration of a motor vehicle online
- Open the original VAHAN e-Services portal or the state-specific VAHAN Citizen Services portal.
- Choose Login or register if the selected service requires an account. The original VAHAN login link is retained for reference.
- Select Online Services and Alteration of Vehicle or the corresponding vehicle-related service shown on the portal.
- Enter the vehicle registration number and the requested chassis or vehicle details. Generate and verify the OTP sent to the registered mobile number, where required.
- Choose Alteration of Motor Vehicle, enter the nature of the proposed or permitted alteration, and submit the service details.
- Complete the insurance information when prompted and check whether the insurer must be informed of the modification.
- Use DMS (Upload Docs) to upload the required documents in the prescribed format.
- Book an Appointment if an RTO visit or inspection is required in your state.
- Open Fee Details, check the applicable charges and pay using the available gateway.
- Save the application reference and payment receipt. Attend the RTO with the vehicle and original documents if directed, and follow up until the approved alteration is endorsed in the RC.
Portal labels and authentication requirements vary by state. Some applicants may need Aadhaar-based verification or in-person processing. Do not assume alteration services are fully contactless.

The exact checklist depends on the state, vehicle class and proposed modification. Keep the RC, valid insurance details, owner identification, alteration description, technical or workshop compliance papers and any approval or inspection documents requested by the RTO.
- Form 22C: Request and permission for alteration, retrofitment or adaptation under Rule 47A, where applicable. It provides for prior permission from the registering authority.
- Form 22D: Endorsement of alteration or retrofitment under Rule 47B, where applicable, to record compliant work in the registration certificate.
- Other compliance evidence: A workshop certificate, testing or conformity documentation, and additional forms may be required depending on the alteration and applicable rules.

RTO verification and RC endorsement
After submission and payment, the registering authority may examine the vehicle, check compliance certificates, verify insurance and approve or reject the request. For services requiring physical verification, bring the vehicle, appointment confirmation, original documents and payment receipt. The alteration should be reflected in the RC only after the competent authority has accepted the change.

Frequently asked questions
Can I change my vehicle's engine or fuel type without approval?
Not automatically. Section 52 and applicable technical rules regulate engine changes and alternative-fuel conversions. Obtain the required permissions and use compliant parts and authorised processes.
Can I complete the entire alteration process online?
The application, document upload and payment may be available online. Alteration-related services can still require an RTO visit and vehicle inspection.
What is the difference between Form 22C and Form 22D?
Form 22C concerns permission for a proposed alteration or retrofitment; Form 22D concerns endorsement of a completed compliant alteration in the registration record.
How much does an alteration application cost?
Fees vary with the service, state and vehicle category. Check the amount displayed by VAHAN before payment; any inspection or additional charges are determined by the applicable rules.
