What Is Permit Home Authorization?
A permit authorizes the use of a transport vehicle in the manner specified by the competent transport authority. In appropriate permit categories, an additional authorization or validation may be required for operation outside the home jurisdiction. The exact terminology and eligibility depend on the permit type and the applicable State/UT implementation.
This service should not be confused with ordinary renewal of the permit itself. VAHAN separately lists "Renewal of Permit" and "Permit Home Authorization" under its online permit services.
Steps to Renew Permit Authorization Online
- Open the official VAHAN portal.
Go to vahan.parivahan.gov.in/vahanservice/ and select the State/UT in which the vehicle is registered. - Open the permit service.
Where available, choose the online permit service and select Permit Home Authorization. - Enter vehicle details.
The official VAHAN instructions require the vehicle registration number and chassis details before OTP authentication. - Generate and enter OTP.
Complete the mobile verification using the OTP sent to the registered mobile number, where applicable. - Select "Renewal of Permit Authorization".
Open the renewal option shown under the service/status details and submit the required authorization information. - Update insurance details.
Open the Insurance Details section, enter the current insurance particulars and submit them. - Upload supporting documents.
Use the DMS/Upload Documents facility to upload the documents required by the concerned transport authority. - Review the fee details.
Open Fee Details and use the Make Payment option for the amount generated by VAHAN. - Complete online payment.
Select the available payment gateway, accept the applicable terms and complete payment. - Save the receipt and application details.
Download or print the e-receipt. Follow any further appointment, inspection or document-verification instruction shown by the portal or State Transport Department.
Current Law Governing Transport Vehicle Permits
Section 66 of the Motor Vehicles Act, 1988: a transport vehicle ordinarily cannot be used in a public place except in accordance with the conditions of a permit granted or countersigned by the competent authority, subject to statutory exceptions.
Section 81: governs the duration and renewal of permits. Renewal of the permit itself is therefore a distinct statutory process.
Section 88: deals with validation of permits for use outside the region in which they were granted and contains provisions relevant to inter-regional/inter-State operation and certain national permit arrangements.
The precise authorization, fee, validity, documents and conditions depend on the permit category and the rules/notifications applicable to the vehicle and route.

- Vehicle Registration Certificate (RC) details.
- Existing permit and authorization particulars.
- Valid motor insurance details.
- Fitness certificate for a transport vehicle, where required.
- Tax-payment or other compliance details, where required by the authority.
- Identity/authorization documents for the person submitting the application, where requested.
Do You Have to Visit the RTO?
Not in every case. VAHAN states that some transactions may be available as faceless services, while other applications can require an appointment, production of original documents, inspection or verification by the transport authority. Follow the final instructions generated for your application.
If the Payment Is Pending or Debited
Do not immediately submit another payment. VAHAN lists a Check Pending Transaction service and a Reprint E-Receipt service. Preserve the transaction reference, bank debit record and application number until the payment status is confirmed.

Is Permit Home Authorization the same as permit renewal?
No. VAHAN separately lists Renewal of Permit and Permit Home Authorization. Renew the underlying permit separately if it is due or expired.
Can the entire process be completed online?
It depends on the State/UT and the transaction. Some services may be faceless, while others can require appointment, inspection or original-document verification.
Which mobile number receives the OTP?
The VAHAN workflow normally uses the mobile number linked or accepted for the vehicle/service. Follow the authentication instructions displayed on the current portal.
What should I do if online payment fails?
Check the pending-transaction status before paying again. If money has been debited, retain the transaction reference and use the official VAHAN/RTO grievance channel if the status does not update.
Can every vehicle obtain permit authorization?
No. Permit services apply according to the vehicle class, permit type and statutory eligibility. Ordinary private vehicles do not become transport vehicles merely by applying through VAHAN.
