Duplicate Vehicle Permit Online: Application, Documents, Fees and RTO Procedure
A vehicle permit that is lost, damaged or destroyed may be replaced through a duplicate permit application with the competent transport authority. This guide explains the online procedure for eligible commercial vehicles, including taxis, auto-rickshaws, buses and goods carriers.
Who can apply for a duplicate vehicle permit?
The permit holder or a duly authorized representative may request a duplicate when the original permit is lost, stolen, destroyed, torn or otherwise unusable, subject to the issuing authority's rules. The service generally concerns transport vehicles that require permits, such as contract carriages (including taxis and auto-rickshaws), stage carriages (buses) and goods carriages (trucks).
A private car or two-wheeler used solely for personal purposes ordinarily does not require the type of transport permit described here. The precise permit category, vehicle eligibility and service availability should be confirmed with the concerned Regional Transport Authority (RTA) or State Transport Authority (STA).
Legal provisions governing vehicle permits in India
The Motor Vehicles Act, 1988 (official India Code text) establishes the permit framework:
- Section 66 - Necessity for permits: Subject to statutory exceptions, a transport vehicle cannot be used in a public place except in accordance with a permit granted or countersigned by the competent authority.
- Section 69 - Applications for permits: Sets out the general framework for applications to the appropriate transport authority.
- Sections 70 to 79 - Types and grant of permits: Address stage carriage, contract carriage, private service vehicle and goods carriage permit applications and their grant.
- Section 80 - Procedure for applying for and granting permits: Provides the general application and grant framework, subject to its statutory conditions.
- Section 81 - Duration and renewal: Generally provides a five-year period for permits other than specified temporary and special permits, and governs renewal. A duplicate application is not a renewal.
- Section 84 - General conditions: Specifies conditions ordinarily attached to permits, including applicable fitness and other compliance requirements.
- Section 192A - Use without permit: Prescribes penalties for using a vehicle in contravention of the permit requirements, subject to the applicable statutory text.
The issue of a duplicate permit, the supporting evidence and the fee are administered under the relevant state motor vehicle rules and transport department procedure. Do not confuse this with Rule 66 of the Central Motor Vehicles Rules, 1989, which concerns a duplicate letter of authority for an authorized testing station, not a duplicate transport permit.
Documents required for a duplicate permit
Keep clear scans or photographs of the documents requested by your state portal or RTO. Depending on the state and permit category, these may include:
- Vehicle registration certificate (RC) and vehicle registration number.
- Existing permit details, permit number or a copy of the damaged permit, if available.
- Identity and address details of the permit holder or authorized applicant.
- Valid insurance and fitness certificate details, where applicable.

How to apply for a duplicate vehicle permit online
- Open the official portal: Visit VAHAN Citizen Services or VAHAN e-Services. Select the state and appropriate permit service if prompted.
- Sign in or complete registration: Use the available citizen login or vehicle-based permit access. New users may need to register. See the VAHAN user registration guide.
- Choose the correct service: Open Online Permit or the state's permit services section and choose Application for Duplicate Permit. Do not choose Renewal of Permit when requesting only a duplicate.
- Verify the vehicle: Enter the registration number and requested chassis digits or other identifiers. Generate and enter the OTP sent to the registered mobile number, where required.
- Enter duplicate permit details: Confirm the permit record, reason for requesting a duplicate and applicant information. Submit the form after checking its accuracy.
- Provide insurance information: Complete any insurance or other service-details screen shown by the portal.
- Upload supporting documents: Use DMS (Upload Docs) if offered. Upload the required files in the specified formats and sizes.
- Pay the prescribed fee: Review the portal-generated fee and complete payment through the available gateway. Keep the transaction receipt.
- Save the acknowledgment: Download or print the application acknowledgment and payment receipt. Attend an RTO appointment with original documents only if the portal or authority directs you to do so.
- Receive the duplicate: Track processing and download or collect the permit in the manner authorized by the relevant transport authority.

Duplicate permit fees, payment and status
Fee: There is no single fee that can be stated for every permit and state. The applicable charge is determined by the issuing authority's rules and the permit service selected. Pay only the amount displayed on the authorized government payment screen and retain the receipt.
Application status: Use the status or pending-transaction feature of the relevant VAHAN permit portal with the application number or vehicle details. Permit application status may be handled separately from ordinary RC-related services.
Processing time: Timeframes vary with the state, verification requirements, document completeness and whether physical attendance is necessary. A payment receipt alone does not prove that the duplicate permit has been issued.
What if the permit is expired, transferred or missing from VAHAN?
If the permit has expired, use the permit renewal procedure where legally available. If the vehicle or permit holder has changed, contact the authority about the appropriate transfer procedure. If the permit record does not appear online, contact the original issuing RTA or STA; do not submit inaccurate information to bypass the system.
Frequently asked questions
Can I apply for a duplicate permit without visiting the RTO?
In states where the service is fully online or faceless, physical attendance may not be required. Other states or cases may require document verification or an appointment. Follow the portal acknowledgment.
Does a duplicate permit extend the expiry date?
No. A duplicate is a replacement of the existing permit record and does not itself extend validity. Renewal is a separate service under the applicable law.
Is a police report compulsory when a permit is lost?
Requirements depend on the state and issuing authority. Some may require a loss report, declaration or affidavit. Follow the checklist shown for your application.
Can a private two-wheeler owner apply for a duplicate transport permit?
Ordinary personal-use two-wheelers generally do not hold transport permits of this type. Eligibility depends on whether the vehicle is operated as a transport vehicle under an applicable permit regime.
