MCD Birth Certificate Online: Search, Verify & Download

Use the current Municipal Corporation of Delhi birth and death registration portal to search records, verify certificate details, track applications and download issued birth certificates.

This guide covers MCD municipal areas in Delhi and replaces the earlier separate North, South and East Delhi municipal-corporation workflow.

Important: The erstwhile EDMC, North DMC and South DMC have been unified into the Municipal Corporation of Delhi (MCD). MCD advises citizens who face verification problems with older certificates to download the latest issued certificate from the current official MCD portals.

Official MCD Birth & Death Registration Portal

The Municipal Corporation of Delhi provides its Registration of Birth & Death (RBD) service online. Citizens can use the portal for birth and death registration services, certificate search/printing, verification and application-related functions.

Open Official MCD RBD Portal

For MCD's main online-services page, use Municipal Corporation of Delhi Online Services. Select Registration of Birth & Death (RBD).

How to Search and Download an MCD Birth Certificate

  1. Open the official MCD Registration of Birth & Death portal.
  2. Choose the relevant citizen service. Depending on the record and service, the portal may ask you to sign in with your registered mobile number and OTP.
  3. Open the option for searching, printing or downloading a birth certificate.
  4. Enter the available birth-registration details carefully. A registration number is the simplest search key when available.
  5. Complete the verification or captcha shown on the official portal and submit the search.
  6. If the record is available and the certificate has been issued, use the portal's print or download facility to obtain the latest certificate.
Verification tip: MCD states that revised certificates have been issued to ensure unique registration numbers after unification. If an older municipal certificate does not verify, obtain the latest issued certificate through the current MCD portal.

Search a Birth Record Without the Registration Number

MCD's RBD system provides legacy-search functionality subject to availability and digitisation of the record. Where the portal permits a search without the registration number, you may be asked for identifying particulars such as:

Enter the details exactly as they were recorded. Older records may not be available online if they have not been digitised. If an online search fails, use the help/contact options on the official MCD portal rather than relying on obsolete municipal-corporation links.

Birth Registration: Hospital and Home Births

For a birth occurring in a hospital or other institution, the institutional informant is responsible for reporting the event through the registration system. For a domiciliary or home birth, the citizen/informant can apply through the MCD process with the required supporting documents.

Current Law Governing Birth Certificates

Birth registration in India is governed by the Registration of Births and Deaths Act, 1969, as amended by the Registration of Births and Deaths (Amendment) Act, 2023, which came into force on 1 October 2023.

Under the amended Section 12, after registration is completed the Registrar is required to provide the prescribed birth or death certificate, electronically or otherwise, within the statutory framework. Section 17 also permits a person, subject to applicable rules and fees, to search the register and obtain a certificate electronically or otherwise.

For a person born on or after 1 October 2023, the birth certificate specified under the amended law is used to prove the date and place of birth for specified purposes including admission to an educational institution, driving licence, electoral roll, marriage registration, government/public employment, passport and Aadhaar.

Delayed Birth Registration and MCD Fees

The official MCD portal currently displays the following delayed-registration fee structure. Requirements can depend on the age of the record and the facts of the case, so check the current portal before submitting an application.

Time from birth Late fee shown by MCD General position
Within 21 days Nil Normal registration period.
22nd day to completion of 1 month ₹2 Delayed registration with applicable late fee.
After 1 month and within 1 year ₹5 Section 13 requires the prescribed permission/procedure and supporting documentation.
After 1 year ₹10 Section 13 requires an order from the competent Magistrate specified by law, after verification, along with the prescribed process.

MCD's portal currently indicates identity documents for the informant and parents and, for registration after one year, an SDM/order copy as part of its online document guidance. Always follow the exact document list displayed for the service selected on the official portal.

Name Addition and Corrections

The MCD RBD service also provides procedures for adding a child's name and correcting birth-record particulars. Supporting identity documents and proof of the requested change may be required. Use the current RBD portal for the applicable workflow instead of older North/South/East DMC pages.

Official MCD Help Desk

If you cannot locate a record or face a technical issue, the current MCD portal lists the citizen helpline 155305 and provides complaint/help-desk facilities. Contact details can change, so verify them on the portal before relying on them.

Frequently Asked Questions

No. The former municipal corporations have been unified as the Municipal Corporation of Delhi. Use the current MCD RBD portal for municipal birth-certificate services.

Legacy records may be available through the unified MCD system subject to digitisation. MCD advises users facing verification problems with older certificates to download the latest issued certificate from its current portal.

Can I search without a registration number?

For eligible legacy records, the system may permit searching using birth particulars such as date of birth, gender and parents' names. Availability depends on digitisation and the data recorded.

Is a birth certificate available electronically?

Yes. The amended Registration of Births and Deaths Act expressly provides for electronic delivery/obtaining of certificates within the applicable registration framework.

What should I do if my old birth certificate does not verify?
