Register a Police Complaint Online with Goa Police

Create an account on the official Goa Police Citizen Portal, submit a complaint online, track your request, and understand when a complaint is different from an FIR.

Goa Police provides an official Citizen Portal through which citizens can register complaints online. The portal separately provides Register Complaint, E-FIR Registration, View FIR, Missing Item Related, Grievance Registration and Block Stolen/Lost Mobile services.

Complaint is not automatically an FIR: A complaint submitted through the Register Complaint facility should not automatically be described as an FIR. Whether an FIR is registered depends on the nature of the information and the applicable criminal procedure.

Steps to Register a Complaint Online with Goa Police

  1. Visit the Goa Police Citizen PortalOpen citizen.goapolice.gov.in. Register Complaint is available as a separate citizen service.
  2. Select "Register Complaint"Open the Register Complaint page. The portal states that registration is required to submit a complaint and view previous complaint history.
  3. Sign in or create an accountUse the sign-in option if you already have an account. New users can select Create Account. The current sign-in page also provides a Forgot Password option.
  4. Enter the required registration detailsUse your correct name, mobile number, email address and other information requested by the portal. The Goa Police FAQ states that a valid email ID and active mobile number are required for portal registration.
  5. Verify your mobile numberRequest the mobile OTP, enter the verification code sent to your registered number and use the portal's resend option if the OTP expires.
  6. Complete CAPTCHA or text verificationEnter the verification text displayed by the portal and review your registration information carefully.
  7. Save your registrationSelect Save or the corresponding submit option shown by the portal. After successful registration, your Citizen Portal account will be created.
  8. Sign in to your accountReturn to the sign-in page and enter your login name/user name, password and CAPTCHA or other verification requested by the portal.
  9. Open the Register Complaint serviceAfter signing in, proceed to Register Complaint and enter the complaint details requested by Goa Police.
  10. Describe the complaint accuratelyDepending on the complaint, the portal may ask for complainant details, information about the person complained against, date and time, place of occurrence, nature of complaint, incident description, supporting information/documents and contact details.
  11. Submit the complaintReview the information and submit the complaint through the portal.
  12. Save the reference detailsPreserve the complaint/reference number, acknowledgement, date of submission, screenshots or downloaded acknowledgement, and other service-request details.

Online Complaint Does Not Automatically Mean FIR

The Goa Police portal separately lists Register Complaint, E-FIR Registration, View FIR, Missing Item Related and Grievance Registration. Accordingly, an online complaint submitted through Register Complaint should not automatically be treated as an FIR.

If the facts disclose a cognizable offence and you want to report it for FIR registration, use the applicable Goa Police E-FIR Registration facility or approach the police as appropriate.

FIR Registration Under the Current Law

The criminal procedure law changed with the coming into force of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS) on 1 July 2024, replacing the Code of Criminal Procedure, 1973, subject to applicable provisions.

Section 173 deals with information relating to cognizable cases and recognises information given by electronic communication, subject to the requirements of the section.

Section 174 BNSS

Section 174 deals with information concerning non-cognizable cases and investigation of such cases. Whether an online submission becomes an FIR therefore depends on the nature of the alleged offence and the applicable procedure.

What If Your Complaint Relates to a Cognizable Offence?

If the facts disclose a cognizable offence, do not assume that submitting a general online complaint is necessarily the same as registration of an FIR.

  1. Use the applicable Goa Police E-FIR facility where available.
  2. Approach the concerned police station.
  3. Provide the relevant facts and supporting documents.
  4. Preserve your online complaint/reference number.
  5. Seek appropriate legal assistance if there is a dispute concerning FIR registration.

What if the Matter Is Urgent?

Emergency: For a crime in progress, immediate threat to life, serious injury or another urgent situation, do not wait for an online complaint to be processed. The Goa Police contact page lists the Police Control Room number as 112.
