Section 9 of the Central Universities Act, 2009 - Officers of University

Section 9 of the Central Universities Act, 2009 identifies the statutory officers of a University governed by the Act. It provides the basic institutional list and also permits the Statutes of a University to declare additional officers.

What Section 9 provides

Under Section 9, the following are officers of the University:

1. the Chancellor;
2. the Vice-Chancellor;
3. the Pro-Vice-Chancellor;
4. the Deans of Schools;
5. the Registrar;
6. the Finance Officer;
7. the Controller of Examination;
8. the Librarian; and
9. such other officers as may be declared by the Statutes to be officers of the University.

Meaning and scope of Section 9

Section 9 is an institutional provision. It identifies the offices that form part of the statutory administrative and academic structure of a Central University under the Act. The final category is flexible: an office not expressly listed in clauses 1 to 8 may also become an officer of the University when the applicable Statutes declare it to be one.

Important: Section 9 mainly identifies the officers. Their appointment, status, powers, duties, terms and functions must be read with the succeeding provisions of the Act and the applicable Statutes and Ordinances. For example, Sections 10 to 15 deal with several of the principal officers named in Section 9.
