FIR Law Under Section 173 BNSS 2023
A complaint and an FIR are not necessarily the same thing. A citizen may submit a complaint or information to the police, but whether an FIR is registered depends on whether the information discloses a cognizable offence and on the applicable statutory procedure.
For non-cognizable cases, section 174 BNSS contains the relevant procedure. Users should therefore avoid assuming that every online complaint number is itself an FIR number.
