Sections 27, 28 and 29 of the Disaster Management Act 2005
Sections 27 to 29 form part of Chapter IV of the Disaster Management Act, 2005 and deal with the working arrangements of the District Disaster Management Authority: its meetings, its power to constitute committees, and the personnel to be provided for carrying out its functions.

Section 27 - Meetings of the District Authority
Statutory provision: The District Authority shall meet as and when necessary and at such time and place as the Chairperson may think fit.
Meaning of Section 27
Section 27 governs meetings of the District Disaster Management Authority. It does not prescribe a fixed monthly, quarterly or annual meeting schedule. Instead, the Authority is required to meet whenever necessary, while the Chairperson determines the time and place of the meeting.
The provision should be read with Sections 25 and 26, which deal with the constitution of the District Authority and the powers of its Chairperson.
Section 28 - Constitution of advisory committees and other committees
Sub-section (1): The District Authority may, as and when it considers necessary, constitute one or more advisory committees and other committees for the efficient discharge of its functions.
Sub-section (2): The District Authority shall, from amongst its members, appoint the Chairperson of the committee referred to in sub-section (1).
Sub-section (3): Any person associated as an expert with any committee or sub-committee constituted under sub-section (1) may be paid such allowances as may be prescribed by the State Government.
Meaning of Section 28
Section 28 enables the District Authority to create advisory or other committees when this is considered necessary for efficient performance of its statutory functions. The power is flexible: the District Authority may constitute one or more committees depending on its requirements.
The Chairperson of a committee constituted under this provision must be chosen from among the members of the District Authority. Experts may also be associated with a committee or sub-committee. Where an expert is associated, the expert may receive allowances in accordance with the rules or prescription made by the State Government.
Section 29 - Appointment of officers and other employees of District Authority
Statutory provision: The State Government shall provide the District Authority with such officers, consultants and other employees as it considers necessary for carrying out the functions of District Authority.
Meaning of Section 29
Section 29 places responsibility on the State Government to provide the District Authority with the officers, consultants and other employees considered necessary for performance of the Authority's functions. The provision therefore connects the statutory responsibilities of the District Authority with the administrative personnel needed to perform them.
The substantive powers and functions for which this institutional support is required are principally set out in Sections 30 to 32.
How Sections 27, 28 and 29 work together
These provisions establish three basic elements of district-level disaster management administration. Section 27 provides the mechanism for meetings and decision-making by the District Authority. Section 28 allows specialised committees and expert participation where needed. Section 29 provides for officers, consultants and employees through the State Government so that the District Authority can carry out its statutory responsibilities.
