Section 75 of the Chit Funds Act, 1982: Registrar's Power to Extend Time for Filing Documents
Section 75 gives the Registrar a limited discretionary power to grant a foreman additional time to file certain documents required under the Chit Funds Act, 1982. The extension is available only on a written application made within the original filing period, and the additional time cannot exceed fifteen days.
Text of Section 75
The Registrar may, in his discretion and upon an application in writing by a foreman made within the period specified for the filing of documents, under sub-section (3) of section 28, sub-section (2) of section 29, section 37 or section 41, allow the foreman further time not exceeding fifteen days to file copies of such documents.
Meaning and Scope of Section 75
The provision is a procedural relief for a foreman who is required to file specified documents with the Registrar. It does not create an automatic extension. The foreman must apply in writing before the applicable statutory filing period expires, and the Registrar then decides whether further time should be allowed.

How the Extension Works
A foreman who anticipates that a covered document cannot be filed within the statutory period should submit a written application to the Registrar before that period ends. Section 75 authorizes the Registrar to allow further time, but the additional period is capped at fifteen days. Because the section uses discretionary language, an application should identify the document, the applicable provision, the original due date and the reason for seeking additional time.
Why Timely Filing Matters
The filing requirements under the Act enable the Registrar to maintain regulatory records relating to the conduct and administration of chits. Section 75 provides a narrow mechanism for additional time without displacing the underlying filing obligation. Failure to file a document within the prescribed period or within further time lawfully allowed may attract the consequences provided elsewhere in the Act, including the penalty framework under Section 76.

The Chit Funds Act, 1982 is Central Act No. 40 of 1982 and is administered by the Ministry of Finance, Department of Financial Services. The Act was subsequently amended, including by the Chit Funds (Amendment) Act, 2019. The 2019 Amendment changed several provisions and expressions in the principal Act, but it did not substitute or amend Section 75.
